My cat eats pouches of cat food. These pouches appear to be a combination of plastic and foil. How do I recycle them, please?

It's a shame they aren't recyclable because the cat pouches make the food much more environmentally friendly to transport (as they're lighter & smaller than tins), they will also use less material than most other types of packaging.

I'd contact the manufacturer aswell for their feedback on the matter.

If you choose to buy packaged cat food you may prefer to buy it in recyclable packaging. It is your choice.

This is a question you should address to the manufacturer. Your local authority will tell you which plastics it collects for recycling. However the waste mantra is Reduce Reuse Recycle. It isn't excessive packaging but is the box they come in necessary?
